The full essay is worth reading, but here are the 6 recommendations on how to accomplish this in an organization:
1. Meet People's Needs.
2. Teach Creativity Systematically.
3. Nurture Passion.
4. Make the Work Matter.
5. Provide the Time.
6. Value Renewal.
From my own experience, I'd say numbers 3 & 4 were instrumental when I've been in roles where I was truly creative or innovative.
